Given this, it would be unfair—and incorrect—to claim that the industry's success is despite the government or because the government had no policy. The crucial differentiators setting this sector apart are probably elsewhere. One may be the fact that in the early and critical years, when foundations were being laid and basic policies enunciated, it was technocrats and not bureaucrats who were effectively in charge of key government bodies. The second may be the fortunate fact that, later, it was enlightened bureaucrats of a different mould who were in charge. The third may well be the very different nature of IT software and services, compared with the other—more tangible—elements that the government dealt with. Finally, it could be the people in industry: bureaucrats were dealing not with ‘businessmen’ (with all the negative connotations that this word carried in India, at least up to the mid-1990s), but with professionals who were from a class and had an educational background similar to their own. This possibly engendered greater trust, and, therefore, an industry–government partnership in policy formulation and execution was easier. This, doubtless, rubbed off onto—and was reinforced by—the industry association, Nasscom. Even today, despite the somewhat changed and less industry-friendly policy environment, few other sectors see as close an industry– government partnership as the IT sector. Some of this has to do with the success and impact of the industry, some with the kind of people involved; certainly, though, a major force behind this partnership has been Nasscom.
